I. Committees
Discussion of the committee charges
Review of Advocacy Charge - Motion and approved draft by unanimous vote
Review of Information Literacy Charge - Motion and approved draft by unanimous vote
Review of Interlibrary Loan and Reciprocal Borrowing Charge - Motion and approved draft by unanimous vote
Amended Information Literacy Charge - Discussion of terminology of "library instruction programs", edits made by Sheree, and agreed upon by the committee; Approved as amended
Amended Information Literacy Charge - minor changes; Approved as amended
II. SOLINET
Randy and Nancy join us from SOLINET
John - Word change to first paragraph
Discussion of "primary organizational contact"
Insert "FoKAL Membership Council" into section I. Grant
John - question about consent for database pricing when many prices are publicly available
John - 3e. question; Randy - SOLINET can manage the agreement
John - 4d. tax exempt question; Nancy - we gather tax exempt certificates for all institutions; Randy - most are SOLINET members already so there may just be a few left
Carrie - what about existing consortial contracts outside of SOLINET? Randy - we'll have to investigate terms and migration strategies
Ilona - there are no 'legacy' agreements in FoKAL because it is new; Nancy - individual schools have agreements or smaller consortiums in KY may have legacy agreements
Elsie/Carrie - 4b. concern about retrieving past 3 years of contracts; Randy - will ask a colleague about what is baseline necessary information
John - FoKAL Members have contracts, but FoKAL does not outside of SOLINET
John - this agreement binds FoKAL, not individual libraries and not existing consortia, right? Randy - we would like to manage all agreements, but this is an exclusive agreement for FoKAL; Nancy - institutions are a part of many consortia
John - section 10 clarification; Randy - will review that part
John - signature section name change; Nancy - okay
Carrie - $100 setup fee per institution and then 3% of any not-covered invoices; Randy - $100 comes shortly after the execution of the agreement
Carrie - will there be a pricing ruberic that will be familiar for our institutions so that we can avoid the confusion of the KYVL issues we had earlier this year? Randy - that will be helpful
Elsie - is it a problem for SOLINET that some institutions will not want to participate because they do not want to pay the $100? Randy - it depends on how many opt out
Randy - the big first step is to do the inventory and then find the common databases and work on the bigger ones
Randy - through surveys SOLINET can investigate new databases and new business
Carrie - maybe SOLINET can defer the $100 payment and address that in the next draft of the agreement; Randy - will look into this
Randy - encourage all to read the contract and SOLINET will re-work it
John - would like to see a revision and then follow-up after entire Executive Committee review and then another phone call, possibly before January
Sheree - the $100 will probably be a problem; Elsie - can we divide the $5000 by FTE? Ilona - we are talking about a fee for a service; John - what are the percentages of FoKAL members that already have saved $100 or more with FoKAL database agreements? EBSCO, Wilson, ProQuest; Sheree - this was an additional cost because of KYVL database drop, not necessarily a savings

John - will contact everyone via email to setup the next meeting time
December meeting to discuss SOLINET contract?
